AdminHistoryThe Council was held once a year (in December) at the Annual General Meeting. In 1973 the constitution was amended to state that the purpose of the AGM was to consider reports and recommendations of the Executive Committee, receiving the minutes of the Standing Committees and approve the statement of accounts. All Professors of Education in the Universities of England and Wales and all on-Professorial Heads of Directors of Institute, Schools or Departments were ex-officio members of the Council, as were the Officers of the Council and Chairmen of the Standing Committees were ex-officio members. The University of Oxford appointed a second member. Six members of the Association of Teachers in Colleges and Departments of Education (ATCDE) were nominated to the Council annually.

In September 1993 the UCET and PCET (Polytechnics Council for the Education of Teachers) merged to become a new, enlarged Universitites Council for the Education of Teachers (UCET) with all institutions fully and equally represented. Membership consisted about 61 universities. At this point a new standing committee structure was introduced as follows: Initial Teacher Education (Primary) Committee; Initial Teacher Education (Secondary) Committee; Continuing Professional Development Committee; Post-16 Committee; Research and Development Committee; International Co-ordinating Committee; and the Management Forum which considered all other issues that were not likely to appear on the agendas of the other standing committees. All universities that were members of UCET were able to nominate one representative to sit on the Governing Council which met twice a year: at the annual conference and in March as the Annual General Meeting.
