DescriptionPapers of the National Committee of Enquiry into Higher Education, led by Sir Ronald Dearing. The NCIHE was commissioned by the Conservative government in May 1996, with the final report being published in July 1997 (commonly known as the Dearing Report).

'Our Committee was appointed with bipartisan support on 10 May 1996 to make recommendations on how the purposes, shape, structure, size and funding of higher education, including support for students, should develop to meet the needs of the United Kingdom over the next 20 years. We were asked to recognise that higher education embraces teaching, learning, scholarship and research.' The Committee was mainly made up of notable figures from universities and business. David Watson sat on the Committee during his time as Director of the University of Brighton.

The report made 93 recommendations, notably the introduction of tuition fees, which were then brought in by the Labour government in 1999. The report also recommended the removal of caps on places on courses, to allow the expansion of higher education, and additional steps in teacher training.
