Title'Public Schools Commission' (PSC)
Date1965-1970
DescriptionSeries of files relating to the Trust submissions to the Public Schools Commission which appear to have been file under a PSC series.

The Public Schools Commission was created by the Labour Government to give advice on the future of independent schools within the government's plans for comprehensive reform. Initially the Commission was led by John Newsom and featured Dame Kitty Anderson, who was also a member of the Council of the Trust. The first report (also known as the 'Newsom Report' [not to be confused with the earlier 'Newsom Report' published in 1963]) was published in 1966 and recommended that independent schools should be integrated into the maintained sector giving all children equal opportunity to study at the best schools. The report envisaged that in 15 years up to 50% of pupils within independent schools would be state pupils. The report was criticised by the Press and was never implemented.

Newsom was replaced in 1968 by David Donnison, who headed the Commission while it wrote its second report on the future of independent day and Direct Grant schools. This report was published in 1970 and called for the abolition of the Direct Grant schools. As the Conservative Party won the 1970 General Election the report was not implemented until 1974 when the Labour Government returned to power. The Trust schools opted to become independent of the government rather than be transferred to the state education system.
