The material has previously been split into 5 sections labelled A-E, which appear to correspond with different phases of the formation and later amendments to the regulations.

AdminHistoryIn reaction to the 1918 Education Act the Education Committee of the County Borough of Ipswich created a committee to reorganise the education provision. The Education Committee was wary of giving a grant to Ipswich High School as it was owned by a Trust with shareholders. The Trust responded with a draft scheme for a local governing body which would administer the school in a similar way to the scheme at Croydon High School. This scheme was amended until it was accepted by both parties in 1921. As a result Ipswich was the second trust school to be awarded the full grant available from the Local Education Authority (LEA) on the condition that six of the eleven members of its governing body were LEA representatives and the school would have to offer free places for pupils from municipal elementary schools.
