DescriptionGiven the committee discussed available funds for projects initiated by other committees, most of the associated meeting papers are reports by other committees.

Content of discussions include;
Funding for setting up the Register of Teachers
Funding and registration fees is discussed throughout
2001 discussion on involving teachers in specialist committees eg. early years/special education
2002 reflection on what teacher members want from the Council, focus on reaction to Corporate Plan - that it needs to focus on issues raised at the teacher meetings, and feedback from teachers on the Corporate Plan needs to be considered. There was emphasis on the need to change the view of teachers that the Council is imposed on them, to it being their voice. A journal was considered but rejected.

Functions and Responsibilities of the Committee

Financial Management
- to prepare the Council's annual and medium term budget for recommendation to Council as part of the corporate plan
- to consider the professional fee required to finance this budget and making recommendations to Council
- to monitor actual income and expenditure against budget during the year, including cash flow.
- to advise Council on its policy for the investment of cash balances
- to establish and review the Council's policy and provision for insurance, banking and all other financial regulations and administration requirements.

Human Resources

" establishing and reviewing the Council's policies on all aspects of HR and making recommendations to Council, as appropriate, including terms and conditions of employment. The annual pay review of staff is to be considered by the Remuneration Sub-Committee (formed from Members of this Committee) with recommendations made to this Committee.
" approving the staffing establishment of the Council's workforce within the Council's budget.
" securing contracted services for payroll and pension administration

The Remuneration Sub-Committee will also act as the Member body through which any disciplinary or grievance process is conducted, if appropriate for it to be considered at Member level. The residual membership of the Resources and Planning Committee, i.e. excluding the Remuneration Committee Members, would constitute an Appeal Committee in any such process.

The Corporate Plan

" developing, across the Council, the draft Corporate Plan for a rolling 3 year period to reflect the key aims and objectives of the Council including;
" the vision and values of the Council
" clear targets for the period of the Plan.
" identifying effective means of consultation with the profession and partners in respect of the Plan
" reviewing the draft plan in light of the responses to consultation and making final recommendations to the Council.

The Annual Report

" co-ordinating the production of the Council's Annual Report
" identifying how best to relate actual achievements of the Council against the targets established in the Corporate Plan.

ICT

" preparing and advising the Council in respect of the ICT strategy, including telecoms, and projected financial implications arising from the strategy.
" establishing and reviewing the support service for ICT.

Accommodation

" establishing and reviewing the Council's accommodation requirements
" ensuring that appropriate and effective Facilities Management services are secured.

Health and Safety

" establishing and reviewing the Council's Health and Safety policy.
" ensuring that appropriate risk management and monitoring procedures are established, reviewed and effective in respect of all aspects of H&S.

Election and Structures

To advise the Council and to make recommendations on:

" the basis for elections to the Council
" the Member organisation and structures of the Council, including the Standing Orders and delegated powers within the scheme of Management.
" the standards and codes of practice relating to the role of Members and corporate governance, support services to Members of the Council and the scheme for Member's expenses.
