| Description | Isaac Delbar, a 50 year old man, requests to be admitted to the Hospital. His father, Jean Charles Delbar, was originally from Walincourt, in Picardy and is currently a resident of the French Hospital. Isaac got in the Royal Navy at 16 but was quickly discharged after developing a severe pain in his arm. Since then he has worked in the silk industry but can no longer continue due to a worsening of his condition. Indeed, he can hardly use his arm at the moment of writing the petition.
