They are shaking hands with anotehr man and woman, probably John Brown (Education Officer, London County Council) and his wife. There is another man with a judge's wig, standing behind them. The photo is accompanied by a letter from John Brown to Jeffery syaing eh thought Jeffery would like to have this photo of the Jubilee celebrations.
