At the Senate meeting of the University of London held in February 1948 a new Scheme for the Institute of Eduation was agreed. In response to the recommendations of the McNair Committee, which had reported in 1944, an 'Area Training Organisation' (ATO) for the London area was created to oversee teacher training provision. It was called the Institute of Education and was based at the exisiting Institute's building, sharing its central administration. The newly created 'Central' function of the Institute (being the ATO) comprised around thirty affiliated individual colleges and education departments, including the 'old' Institute of Education. The Institute was re-organised to reflect its new role and the Scheme outlined the proposed new functions and organisation. This arrangement was dissolved in 1975 and in 1987 the Institute once again became a School of the University of London, incorporated by Royal Charter.
