The following contextual text was offered at the time of deposit (it can be found on the 'Series 9' box listings in the accession file):

'This note of clarification, by Brian Arthur, covered a selection of IB submitted to Stuart Maclure as part of the evidence of HMI life and work for 'The Inspectors' Calling':
Roseveare said that they constituted a new series, 'reviving a pre-war production' (Central Committee Bulletins, 1928-1937?). It was very much an in-house publication (unlike Trends and Reports on Education); only one seems to have the 'In Strict Confidence' tag omitted (surely an error!). IB was designed to disseminate information and opinion, some the work of the Panels, some of individuals (including well-known names, not always in the hierarchy, and some non-HMI). It is somewhat self-indulgent, nostalically anecdotal and cosily lyrical (even poetic, particularly about travel). David Hopkinson, a later editor, recounts difficulty in getting copy. However, the series contains much useful information on HMI work and findings.'
