Description	Papers regarding the introduction of Local Management of Schools, an element of the 1988 Education Act which took away Local Education Authorities' (LEAs) direct control over the bulk of spending. Their role was now to be more strategic. Includes: Newspaper articles, including from the TES 'Eduational Priorities Indices - a new perspective' by ILEA (1982) Papers regarding an Association of London Authorities (ALA) seminar held on 20 April 1989 on 'LMS - Perspectives for London' including a paper read by Lightfoot Papers regarding the consultation document 'Financial delegation to schools' 1987 which led to the proposal of LMS 'The Framework for LMS. A Study of Local Education Authorities' approved Local Management of Schools Schemes' by George Thomas of the Open University (1991) Most of the file dates from 1987-1990.
