The headline reads 'The majority that everyone ignored' and relates to the results of the ballot campaign and the lack of interest from the government. - A newspaper cutting from the Evening Standard, with the hand-written date of 20 April and the heading 'Letters: That ILEA vote was no sham...' with arguments against the claims that the ballot was not valid.
