Folder 1 contains: Documents relating to the ILEA (Inner London Education Authority) and the school’s attempts to obtain funding from them. Includes: - Information from the ILEA on procedures for School Support Centres, which are established for “disruptive pupils”. - Letter to Nigel Wright, denying the school permission to use the Youth Centre during school hours. - Letter from Nigel Wright to Peter Newsam, Education Officer at the ILEA, dated 10 December 1979. It lists the ILEA services and resources which the school would like to receive and use. - Letter from Nigel Wright to Peter Newsam, 7 February 1980, stating that the London Borough of Islington had cut their grant to the school, and asking for the progress of their application for ILEA funding. - Typed report of proposals from the school concerning the committee of management to be established when the school joins ILEA. A note in pencil indicates that the proposals were never implemented. - Typed report listing the effects which going into ILEA will have on the school. - Application from the school to ILEA for funding, July 1981. Contents include the school’s case for funding; a description of the school; legal, administrative and educational questions; financial options for funding; statistical information about the school; the school’s principles of operation; statements of support. - Report on the visit of David Mallen, Assistant Education Officer of ILEA, on 14 October 1981. Discusses the steps which would need to be taken for the school to apply to become voluntary-aided and therefore eligible for ILEA funding, and the further implications of this course of action.
- Discussion paper for the free school at an ILEA meeting, 23 November 1981. States that the school seeks to be wholly funded by the ILEA. Lists the pros and cons of the options available in terms of the school’s status, i.e. remaining independent, being funded under the “disruptive pupils programme”, or becoming a county or voluntary-aided school. There is a typed report of the meeting of 23 November 1981, concluding with the proposal that in the short term, the school should pursue funding under the “disruptive pupils programme”.

- Page headed “ILEA Application 1981”, discussing “the problem of costing” regarding the staff’s salaries if the school were to be funded by ILEA, and possible solutions.
- Letter from Nigel Wright, on behalf of all at the White Lion Free School, to Barrie Stead, Chair of the Policy Committee of ILEA, inviting him to visit the school while the question of ILEA funding was under active discussion. Dated 25 March 1982. The school hope to dispel the notion that the school does not belong in the maintained sector.
- Page dated May 1982, about the school’s efforts to secure ILEA funding. Includes a resolution passed by the Islington Teachers’ Association on 9 March 1981, recognising the value of the work done by the White Lion Street Free School, and resolving to express the opinion to ILEA that the school should become part of the ILEA service. The school requests that the committee of ILTA (Inner London Teachers’ Association) makes an informed decision on supporting the school, by inviting a representative to their meeting to clarify questions; that the two people who voted against the proposal at the schools sub-committee should not do so unless instructed by the ILTA Council; and that the officers of ILTA should meet with NUT (National Union of Teachers) members of the school to discuss the question. - Undated draft of a press statement about the school’s launch of an emergency appeal after a large sum of money was cut from the annual grant given by the London Borough of Islington. - Report on the Schools Sub-committee, 13 May 1982. Includes the issues discussed and points raised by various committee members, and concludes with the results of the vote: “Labour for, SDP for, Tories and NUT against. Carried.” - Report by Nigel Wright on the meeting with Peter Newsam, David Mallen, and Frances Morell of the Schools Sub-Committee at the school, 24 May 1982. Includes the school’s conditions for accepting their proposal, as well as the responses to these conditions. Nigel felt that the school’s concerns were being brushed aside and wished for the school’s conditions to be included in the minutes of the Schools Sub-Committee meeting. - Report on meeting with David Mallen at the school, 18 June 1982. Includes points discussed regarding the conditions required by ILEA for the school to follow. - Draft letter which the school asked LEAP (London Education Alternatives Programme) members to send to their local ILEA members, in support of the school’s application for ILEA funding. - First draft of proposals from the White Lion Free School concerning the committee of management to be established when the school joins ILEA. Outlines the functions of the Free School within the ILEA; the composition of the committee; the procedures to be followed by the committee; the functions of the committee; the relationship with “parent” schools. - Report of a meeting with David Mallen, 28 July 1982. Briefly outlines the points discussed, regarding the school joining ILEA. - Report on the proposal by Peter Newsam to resolve various legal and administrative problems following the decision of the Labour Group to bring the school into the ILEA. The resulting risks to the identity of the school are noted, and there is a list of points which the school insists on being included in the final proposal to the Schools Sub-Committee, in order to avoid drastic changes to the school’s principles. - Letter to Nigel Wright from ILEA, dated 17 November 1982. It mentions that on 14 September 1982, the Authority’s Education Committee agreed that the White Lion Free School should become an off-site centre maintained by the Authority, subject to the conclusion of satisfactory negotiations on premises. Confirms that funding for resourcing and staffing can start after the negotiations have been completed, subject to the agreement of the London Borough of Islington. - Report of meeting with Anne Page (Chairperson of Governors of Islington Green), on Wednesday 17 June [no year given]. Discusses the school’s response to the proposal by Peter Newsam, and Anne’s views on Islington Green’s involvement in the plan.
