In March 1975 Labour controlled Tameside put forward proposals to the Secretary of State (who approved them) for the reorganisation of secondary education along comprehensive lines to start in September 1976. When the Conservatives won control in March 1976 they proposed not to implement the plan. However the Secretary of State and then the Divisional Court ordered the Council to comply. However in July 1976 the Court of Appeal overruled the Divisional Court and in August a small group of Lords upheld the decision of the Court of Appeal.
