AdminHistoryThe Council was established in 1949 when the Area Training Organisation for the London region came into being.

Intended to represent all interested parties throughout the ATO, it consisted of the Vice-Chancellor, the Chairman of Convocation and the Principal of the University of London, the Director of the Institute of Education and over fifty other members appointed from among the Principals of the Constituent Colleges as nominated by the Committee of Principals, Teachers of the Institute, as nominated by the Academic Board, individuals representing the views of local education authorities, voluntary bodies and practising teachers in the area, nominated by the Conference of Local Education Authorities and teachers' unions, two representatives of the Ministry of Education and other persons, nominated by the Academic Council and the Collegiate Council of the University.

It oversaw the admission and withdrawal of institutions from the area scheme, the granting of the status of Lecturer of the Institute, admissions policies, the regulation of courses and examinations and relations with other parts of the University, the Ministry of Education, LEAs and other organisations.

The Council shared the Chairman of the Committee of Management.

After the decision to dissolve the ATO scheme, followed by the withdrawal by the University of London of validation of degree courses in associated colleges after the 1983 entry, Council business gradually dwindled and the last recorded meeting was held in Dec 1980.
