In addition there was a committee of special entry testers who were reponsible for interviewing the applicants. Papers cover the period September 1970-October 1976. However the committee appears to have met over a longer period than this.

AdminHistoryThe Committee on Special Entry was established by the Academic Board in November 1959 with the following terms of reference: 'To make recommendations to the Academic Board regarding the nature of the test procedure to be used in the case of applicants, put forward by a College, who do not possess the normal minimum entry requirements for the Certificate in Education'. It consisted of the Chairman of the Academic Board, four members of the Academic Board and eight members (appointed by the Board) from a list of testers and interviewers, authorised by the Board. It held its last meeting in June 1973.

The function of the Committee on Shortened Courses and Equivalent Qualifications for Admission to Courses of Initial Training was to make recommendations to the Academic Board on applications from constituent colleges on behalf of candidates for admission to one or two year shortened courses of initial training. From 1969 the committee was also responsible for considering and taking decisions on applications for exemption, on the basis of alternative qualifications, from normal entry requirements for an initial course of teacher training open to non-graduates, on combinations of subjects examined by one or more of the approved Examining Boards which, in view of overlap in the content of syllabuses, may not be counted as separate subjects for the satisfaction of minimum entry requirements; and to make any recommendations to the Academic Board on any matter concerning minimum entry qualifications to one of the above courses, either in the form of an annual report, or as the occasion arises. The work of the committee was taken over by the Committee on Special Admissions in 1974.

As part of their brief from the Committee on University Awards the Working Party on the Future of the Certificate in Education (IE/2/ATO/158) were asked to investigate the most appropriate means by which mature students without the normal entry qualifications may gain direct entry to the new degrees to be introduced in colleges of Education in 1975. The working party decided that suitable mature students whom a college wishes to admit might be sponsored by the Institute for consideration by the University's Special Entry Board but that, in the first instance, the Institute should assess the calibre of the mature students by a uniform procedure. Part of the Working Party's recommendations, which were accepted by the Academic Board at their meeting held 5 November 1974, was the establishment of a committee to consider and take decisions on the Institute's sponsorship to the University's Special Entry Board. It was agreed the new Committee should assume the functions of the Committee on Shortened Courses and Equivalent Entry Qualifications and the Committee on Special Entry. The Committee's terms of reference were to: consider and take decisions on applications ; make recommendations to the Academic Board, wither annually or as necessary, on any matters concerning minimum entry qualification; to make recommendations to the Academic Board regarding the procedures to consider special admissions; and to report annually to the Academic Board on the number of applications considered for sponsorship to the University Special Entrance Board and admission to shortened courses and the numbers approved and the performance of those completing the Certificate in Education after a shortened course.

The Committe on Special Entry Testers ran alongside these committees and discussed in more detail the assessment process. It originally appears to have reported to the Committee on Special Entry, and then to the Committee on Special Admissions.
