AdminHistory | In June 1979 a Committee of the Chairmen of the Central Academic Board Sub Boards was established. Its main role was to advise on priorities for development (both academic and non-academic. However on 15th October 1979 a letter from the University Grants Committee set out requirements for financial savings. As a result, when the committee met for the first time on 31 October 1979 their remit was much wider. They were to consider (in addition to the initial remit): - A note on the planning sequence (which was the route for recommendations concerning resources to be made to the Committee of Management) - A policy for savings in response to the UGC letter and to consider - Particular problems posed for the Institute by the new Government policy to remove the subsidy for overseas student admissions from 1980 - Development of a policy on staffing cuts
At the second meeting, held 7th January 1980, after a suggestion by the Director, and discussion of the Policy Advisory Committee, the name of the committee was changed to Interim Planning Committee.
In 1982 the Policy Advisory Committee recommended to the Committee of Management that a small planning committee be established in the light of the need to reduce expenditure. In March 1982 the Interim Joint Planning Committee of the Committee of Management and the Policy Advisory Committee was established. It consisted of the Chairman of the Committee of Management, the Director, the Deputy Director, four members appointed by the Committee of Management, who were not staff of the Institute and four members appointed by the Policy Advisory Committee. Its terms of reference were to advise the Committee of Management and the Policy Advisory Committee on all aspects of planning and development, to make recommendations on academic priorities, to advise on proposals for new academic developments which involved major changes or increased expenditure, and to initiate proposals for new academic developments. When the Academic Policy Committee took over from the Policy Advisory Committee, the Interim Joint Planning Committee reported to this new body along with the Committee of Management. It was replaced by the Joint Planning Committee under the new committee structure, after the first meeting of the new Council in 1987. |
