AdminHistoryThe Unit was established in 1985 to design and run management development programmes and conferences; provide consultancy services; promote enquiry and research; support management elements in other Institute programmes; and pool and disseminate information. Its programmmes were designed to be responsive to identified needs and were largely action-based and context-orientated. It represented a 'liberal view' of management responsibility across the education service and those whom it served.

It was run by a small team of managing partners and associates. It takes responsibility for its own finances, as an example for schools and services. It was open to shared management of programmes and resources with other organisations, local and central authorities, voluntary and professional bodies. Its Advisory Committee was drawn from central and local government, professional associates, representatives of interests including commerce and industry, and from across the Institute.
