AdminHistoryThe Universities Council for the Education of Teachers was established in 1967 by the merger of the Conference of Heads of University Departments of Education (CHUDE) and the Conference of Institute Directors (CID). The mergere was planned, negotiated and completed under the leadership of Professor J W Tibble. Negotiations to create the new organisation started in 1966 an interim management committee was established. The new organisation was created by summer 1967 and the first Council meeting was held in June of that year. UCET continued and extended the services of the two individual bodies, taking over their financial assets and liabilities when they ceased to exist as separate organisations.

UCET's objectives, as set out in its first constitution, were to:
- Provide a forum, at the national level, for the discussion of all matters relating to teacher education which are the proper concern of the Universities of England and Wales;
- Make a contribution to the formulation of policy and seeks appropriate liaison with other organisations;
- Act as a clearing house for the collection and exchange of information about the work of University Institute, Schools and Departments of Education in approving and providing courses for the initial, advanced and in-serve education of teachers.

The organisation was headed by a Council of all the professors (or equivalent) of member institutions. The Council meets annually. An Executive Committee met once a term to consider the discussions of the standing committees and research committee.

In September 1993 the UCET and PCET (Polytechnics Council for the Education of Teachers) merged to become a new, enlarged Universitites Council for the Education of Teachers (UCET) with all institutions fully and equally represented. Membership consisted of about 61 universities. At this point it restructed its standing committees to better reflect the wider remit of the new organisation.

When UCET was founded in 1966 there were 31 charter members in England, Wales and Northern Ireland. By 1989 this had grown to 39 members and in 1993 24 former polytechnics joined the organisation when UCET merged with the Polytechnics Council for the Education of Teachers (PCET). Membership continued to expand as colleges and other teacher education institutions, including from Scotland joined the Council. By 2002 there were 91 member institutions.

UCET's first Chair was Professor Campbell-Stewart and the first academic secretary was Professor Tibble. Mary Russell was the first Secretary.
