  <dc:description>The Centre was opened in 1985 in the wake of the Brixton riots (in 1981) and the publication of the Scarman report. Its role was to help  Police forces develop their training skills. Martin Lightfoot was the Centre's first Director, a role in which he continued until 1988. Files comprise papers regarding the establishment of the Centre, notes for lectures and seminars (mostly by Lightfoot) and publications (including drafts) by members of staff at the Centre.</dc:description>
