In July 1988 Lilly was invited on behalf of the Secretary of State for the Department of Health and Social Security to serve as a member of the Public Health Laboratory
Service Board. In 1993 the PHLS Board established a Research and Scientific Strategy Committee (RSSC) to be responsible for developing its R&amp;D policy and broad strategy and for setting up a mechanism for the assessment of R&amp;D at the project level. Lilly was invited to join this new Committee and serve as a member of a small Strategic Review Group under an independent Chairman.

Lilly's initial appointment to the Board was for three years from 1 August 1998. This was renewed for a further three years to 31 July 1994. After that date he continued as a member of the RSSC until 1998 when he resigned for health reasons.</dc:description>
