In December 1991 a two-day meeting was held in the UK to discuss the lack of biochemical engineering research in EC Framework III BIOTECH programme. The outcome was a document entitled 'Biochemical Engineering Science - Strategic Case for a Clear Focus in Framework IV' (LILLY/F/63), which was submitted to the European
Commission in January 1992.

Lilly coordinated European biochemical engineering science in the Framework IV Programme. The biochemical engineering science Framework IV programme encapsulated the concept of biocatalyst-based factory process under the title 'Cell Factory'.</dc:description>
