  <dc:description>The Working Party was established to consider and make recommendations to the main Council on:
 - the cost in terms of recurrent and capital expenditure, and manpower, of all recommendations made by the other working parties and accepted by the main Council
 - practicability of those recommendations in light of the available resources for primary education and education in general
 - suggested order of priority for the Committee's recommendations
 - all other recommendations made by the other working parties for further study and research

The party met from the end of 1965 and was expected to submit its first report no later than February 1966.
