March 1942 the McNair Committee was set up by the President of the Board of Education to consider the supply, recruitment and training of teachers. It published its report in May 1944 and put forward alternative schemes for the organization of local schemes for teacher education, both based around the idea that regional 'Area Training Organisations' (ATOs) should be established to supervise courses and foster co-operation and development. One of these schemes, 'Scheme A', based the organization on a local university school of education to which all training colleges in the area would be affiliated.  In November 1944 the University of London was asked to consider what measure of responsibility for the education of teachers it might be willing to assume, how it might co-operate with training colleges in the area, with the teaching profession and local education authorities and how it might administer any scheme put forward. The alternative schemes outlined in the McNair Report were considered by the University and the final scheme, based on 'Scheme A', was approved by the University Senate on 23 February 1948. Under this new arrangement the University of London accepted ultimate responsibility for the training of teachers, both graduate and non-graduate in London and surrounding areas and the term 'Institute of Education University of London' covered both the 'Central Institute' (the name given informally to the institution maintained directly by the University and previously known as the Institute of Education) and a federation of teacher training organisations comprising the Departments of Education at King's College and Goldsmith's College, and around thirty teacher training colleges in and around London.   A Provisional Council for the new Institute was set up and it held its first meeting in July 1948. The duties of the two Senate Committees and  the Training Colleges Delegacy, which had operated the former scheme of cooperation between the University and the Training Colleges Delegacy since 1928, were transferred to the Council of the enlarged Institute. The Constitution of the Council was completed and it assumed office as from 1 September 1949. The Scheme was. formally inaugurated on 19 December 1949.

In its role as the centre of the ATO, the Institute administration steered the constituent colleges through various changes in initial teacher education. In 1963 the teacher's certificate course was extended from two to three years and the BEd degree was introduced in 1968.

In 1972 the recommendations of the James Report, that courses in colleges of education should be diversified and that ATOs be replaced  by a new administrative structure, were adopted in  the Government White Paper, Education: A Framework for Expansion (CMD 5174).   Developments following the Department of Education and Science Circular 7/73 on the development of higher education in the non-university sector and the Further Education Regulations of 1975 which finally disbanded the ATOs completed this process.  Moreover the  period of rapid expansion of teacher training institutions in the 1960s to provide teachers for the rising school population resulting from the 'baby boom' was at an end and many colleges were required to cut back on student places in the 1970s.  These developments saw the end of the federation as some of the constituent teacher training colleges merged,  federated with other higher education institutions, ceased to offer initial teacher education or sought validation for their courses from the Council for National Academic Awards rather than the University. In December 1979 the University Senate decided finally to cease to validate courses in the constituent colleges, the final date of entry to full-time courses was in October 1983 and the final examinations were held in the summer of 1988. Thus, even after the ATO was formally disbanded in 1975 the Institute still continued to have a close relationship with those constituent colleges who wished to retain University of London validation for their courses. A 'Collegiate Office' continued to exist with an administrative role for these colleges and some of the ATO's committees, such as the Council, limped on into the 1980s.

The Murray Report on the Governance of the University of London (1972) recommended that, in view of its size and functions, the Institute should be admitted as a School of the University, incorporated by Royal Charter. In 1973 the University of London approved in principle the admission of the  Institute of Education as a School of the University and a Charter and Statutes were drafted to replace the Scheme which had operated since 1949. In 1980 both the Senate and the Court approved these and they were submitted to the Privy Council together with  a petition to HM the Queen. At a meeting of the Privy Council on 10 June 1987 HM the Queen approved the grant of a Charter to the Institute and the Institute was admitted as a School of the University of London in the Faculties of Education, Science and Economics as from 1 August 1987.
