Shirreff was born on 3 November 1814. For most of her childhood she was based on mainland Europe due to her father's naval career. Of all her sisters she was closest to Maria (later Mrs William Grey), who would be her collaborator in later educational projects.  After suffering illnesses as a child she was affected by poor health for the rest of her life. She was largely educated by a governess, apart from a brief period in a French boarding school from which she was removed due to her health. Though their formal education came to an end in 1829 when the family moved to Gibraltar, Emily and Maria continued to improve their education by travelling extensively, reading in their father's library, and becoming acquainted with many intellectuals of the age. 

After returning to England, the sisters published 'Letters from Spain and Barbary' in 1835. In 1841 they published a romantic novel, 'Passion and Principle', which was partly based on their experience of boarding school. In 1850, they published 'Thoughts on Self-culture Addressed to Women' which voiced their disapproval of traditional girls' education. In 1858 Emily published 'Intellectual Education and its Influence on the Character and Happiness of Women', which further highlighted Emily's belief that women should not be educated as 'man's subordinate'. 
After the death of Maria husband in 1864, the sisters lived and travelled together, and became actively involved in the promotion of women's education. Emily was a fund raiser for the North London Collegiate School and its sister school, The Camden School. She supported medical education for women and was the mistress of Hitchin College, (later Girton College, Cambridge) in 1870. She was also a founder of the Froebel Society and promoted kindergarten education. In 1871, with her sister Maria,  she was one of the founders of the National Union for the Improvement of the Education of Women of all Classes (commonly referred to as the Women's Education Union), which created the Girls' Public Day School Company (later the Girls' Day School Trust) and the Teachers Training and Registration Society (which created the Maria Grey Training College for Women). She also supported women's suffrage and was opposed to the continuation of the use of slaves in the USA. She also wrote a biography of her closed friend and historian, Henry Thomas Buckle. 

In her later life Emily poor health hindered her work and she died on 20 March 1897. </Nationality>
