She was educated at Cheltenham Ladies' College and St Hugh's College, Oxford, graduating with a first-class degree in jurisprudence in 1937. She was called to the bar by Gray's Inn in 1940, and served in the Treasury from 1940 to 1942, before becoming an assistant parliamentary counsel in 1942. She married Alexander Johnston in Swansea on 7 August 1947. Betty left the office of the parliamentary counsel in 1952. In 1975 she became a parliamentary counsel, seconded to the Law Commission. She retired in 1983, and then served until 1988 as standing counsel to the general synod of the Church of England. She was also the chairman of the governing bodies of the Girls' School Association, 1979-1989, and of the Independent Schools' Joint Council, 1983-1986. She was appointed CBE in 1989. She died on 28 November 1994. 

She was a member of the Council of the Girl's Public Day School Trust, 1959-1992, Chair of the Council, 1975-1991, and President of the Trust, 1992-1994. She was member and Deputy of the Education Committee; member and Chair of the Finance Committee; member and chair of the Development Committee; member and Deputy Chair of the Governing Bodies of the Centralised Schools; member of the London Schools Committee. She also was the Council's representative for various schools and chaired various subcommittees. </Nationality>
