1811-1888 William Francis Cowper was born in Hertfordshire on 13 December 1811. He was educated at Eton and entered the Royal Horse Guards in 1827. He was MP for Herford, 1835-1868. In 1841 he became junior lord of the Treasury and later lord of the Admiralty from 1846-1852, 1852-1855. In 1857 he was made the vice-president of committee of council on education and became the president of the Board of health in 1857. In 1858 he passed the Medical Practitioners Act establishing the General Medical Council. In 1859 he became the vice-president of the Board of Trade, and was the commissioner of work, 1860-1866. From 1868-1880 he was the MP for South Hampshire. In 1869 added the name 'Temple' to his surname. Between 1868-1874 he took part in important parliamentary debates on education. In 1880 he became Baron Mount-Temple of Mount-Temple, co. Sligo. He died on 16 October 1888.
