1818-1885 James Fraser was born on 18 August 1818 at Prestbury, Gloucestershire. He was educated in Exeter before moving to Bridgenorth School in Shropshire in 1832, and was at Shrewsbury School, 1834-1836. He studied at Lincoln College, Oxford. In 1840 he was elected a fellow of Oriel College, after which he became reader of sermon notes, and he was also tutor from 1842 to 1847; he graduated MA on 18 May 1842, and in January 1844 became subdean and librarian. In 1846 he took deacon's orders. In 1847 he accepted the living of Cholderton, Wiltshire. He was appointed assistant commissioner to the royal commission on education in 1858 for a district of thirteen poor-law unions. In 1860 he resigned his fellowship, on accepting the rectory of Ufton Nervet, Berkshire. In 1865 he was appointed a commissioner to report on education in North America. In 1870 he became the Bishop of Manchester, where he created and brought to order the diocesan machinery. He also was a part of almost every social movement of the day. He died suddenly on 22 October 1885 after suffering from a chill.
