Corporate The Royal Commission into Secondary Education 1895 (Bryce Commission) 1894-1895 The Royal Commission of 1895 into Secondary Education was headed by James Bryce, 1st Viscount Bryce. The Commission looked at the state of secondary education , though also considered elementary and techincal education. The report of the Comission led to the creation of the Board of Education and the 1902 education act.
