In 1970 he became the undersecretary in the Ministry of Education, and was transferred to the same post in Northern Ireland for one year in 1973 until the Conservatives lost power to the Labour Party.  When the conservatives came back to power in 1979, he was once again appointed undersecretary until 1982 when he was appointed to the Foreign Office. In 1983 he became the deputy leader of the House of Lords and minister of state for agriculture. He became leader of the House of Lords in 1988. In 1990 he was demoted to Northern Ireland Minister as the paymaster general. In 1992 he left the government to become the Chairman of the Parole Board until her retired in 1997. He died on 3 December 2005. </Nationality>
