Draft 1913-2003 William Douglas Wall was born in Carshalton, Surrey on 22 August 1913. He was educated at Purley Grammar School and left at 16 to train as an architect. The architect's office closed before he was fully trained and he returned to full time education, reading English at University College London. After graduating he taught at Steyning Grammar School then Bede Collegiate School in Sunderland. During World War Two he was an instructor in the Royal Army Ordnance Corps, which led him to form the first centre for remedial education for men and women with aid from the Education Corps. He also obtained psychology qualifications from University College London and on demobilization gained his PhD in Psychology at Birmingham University, and stayed on to teach at the University. While at Birmingham he founded 'The Educational Review' and became Reader in Education in 1948. In 1951 he moved to Paris to be the Head of UNESCO's Education and Child Development Unit. At UNESCO he served on the BBC Advisory Group on the Social Effects of Television, the Police Training Council, and the General Nursing Council. In 1956 he became the Director of the National Foundation for Education Research (NFER), and served as chairman on their International Project foe Evaluation of Educational Attainment, 1958-1962 and the UK National Child Development Study. From 1968-1973 he was the Dean of the University of London, Institute of Education, before becoming the Chair of Educational Psychology at the Institute and the Head of the Department of Child Development and Educational Psychology until 1978. From 1978-1982 he was a Scientific Advisor to the Bernard Van Leer Foundation.
