In 1928 he cowrote his first major work, The Child-Centered School, which described the basis for "child-centered" education. and also promoted social reconstructism. He also edited the yearbooks of the National Society for the Study of Education  and help found National Council for the Social Studies. From 1922 he produced the successful series of  'Social Science Pamphlets' designed for junior high school students which were published as textbooks by Ginn and Company  from 1929. His textbooks were later censored by the National Association of Manufacturers and the American Legion who accused Rugg as being anti-American and anticapitalism and were no longer published in the 1940s. After retirement he continued to write on education and was a consultant in  Egypt and Puerto Rico.</Nationality>
