He lived for most of his life in Oxford, closely connected to the Oxford University, notably as Master of St Catherine's College and Vice Chancellor of the University. In 1952 he published a biography of Hitler, 'Hitler: a Study in Tyranny'; it established Bullock as a significant 20th century historian.

Bullock served with several high-profile organisations and committees in the 1960s and 1970s, including:
-Chairman of the National Advisory Council on the Training and Supply of Teachers (1963–65)
-Chairman of the Schools Council (1966–69).
-Chairman of the Committee of Inquiry into Reading and the use of English (1972-74)
-Chairman of the Committee of Inquiry on Industrial Democracy (1975-77)

He was elected a Trustee of the Aspen Institute, USA in 1972. In 1972 Bullock received a knighthood. In 1976 he was made a life peer, becoming Baron Bullock of Leafield. He was not an active member of the House of Lords. Bullock was a member of the Labour Party for much of his life, until 1981, when he joined the Social Democratic Party as a founder member. Bullock died in Oxford, on the 2nd February 2004, survived by a wife and three sons. </Nationality>
