Joseph (1808-1876), educationist, was born on 2 March 1808 in Bury St Edmonds. Little is know of his early education but at the age of 14 he became determined on teaching as a career. While teaching in London in 1830, he wrote 56-page pamphlet called 'A compendious exposition of the principles and practice of Professor Jacotot's celebrated system of education'.  Soon afterward he became tutor to the children of David and Elizabeth Fletcher. The tutorial lessons became a school and in 1838 Fletcher and Payne established the Denmark Hill grammar school. In 1837 Payne married Eliza Dyer, herself an accomplished teacher who continued to keep a girls' school, at the parish church of St Giles and Camberwell. They had four children, John Burnell, Joseph Frank, William and Mary Eliza.  In 1845 Payne opened the Mansion grammar school in Leatherhead Surrey. The curriculum at the Mansion grammar school was wide-ranging: for example, there was a laboratory and lessons were given in practical chemistry. Payne also dispensed with corporal punishment. Payne retired in 1863 and moved to Bayswater in London

In his later life Payne wrote many textbooks and was a active critic of many elements of education.  He criticised boys' public schools centred upon their custom and corruption, their inefficient teaching and limited curriculum. Payne was also a reform and believed education could transform individual lives and Society as a whole. In 1846 Payne was one of the founders of the College of Preceptors and acted as one of the College's examiners. He was also the vice-president of the College of Preceptors, 1862-1868 and became the first professor of the science and art of education at the College in 1872. Payne argued that teachers should not only know about the subject they taught but they should be well informed about the pupils, understanding the basic principles of learning and teaching. Payne was also committed to the development of women's education and was a collaborator of Beata Dorech and Frances Buss. From 1872 he was the Chair of the Women's Education Union and chaired the council of the Girl's Public Day School Company.  Payne was also a member of the council of the Social Science Association, and of the committees of the Kindergarten Association and of the Froebel Society. In 1875 he chaired the foundation meeting of the Society for the Development of the Science of Education. He toured German schools in 1874, a report of which was published after his death. 

He wife died in 1875, and later the same year Payne resigned the professorship due to ill health. He died 30 April 1876, leaving money to College of Preceptors for the endowment fund for a professor of education. </Notes>
