Influenced by the English philosopher TH Green he was concerned with the the concept of a state-run moral society and its implications and the British association between morality and politics.

Barker worked at the London School of Economics (LSE) from 1912-1913.  Later he became a Cambridge historian and was appointed to a Chair in Political Science in 1927.

In 1935 Barker accepted the post of President of the Sociological Society, a society of which he was a founder member.

Throughout his career he wrote a number of works including 'Political Thought in England from Herbert Spencer to To-day: 1848-1914' (1915), 'Reflections on Government' (1942), and 'Principles of Social and Political Theory' (1951).</OtherInfo>
