After attending schools in England, Scotland, and Ireland, went to the Imperial Service College from 1924 to 1928 from where he won a scholarship to the Queen's College, Oxford. Between 1931 and 1938 Newsom was engaged in social work in the London area, the midlands, and the north-east. 

Newsom's main work in education began in 1939 when he was appointed deputy county education officer for Hertfordshire. In 1940 he became county education officer, a post he held until 1957. During his career at Hertfordshire, the education authority gained a high reputation, particularly in reference to school building. In 1954 he was appointed CBE.

In 1957 he joined the board of Longmans, Green &amp; Co. Ltd, the educational publishers, and later became the managing director. 

In 1961 Newsom joined the Central Advisory Council for Education (England), later conducting the inquiry into the education of children of average and below average ability which resulted in Half our Future (the Newsom report) in 1963. In 1964 Newsom's services were recognized by the award of a knighthood.

From 1966-1968 Newsom was the chairman of the Public Schools Commission. Among Newsom's many other interests were various committees and institutions connected with the arts and served on government committees on colonial education, public libraries, and charitable trusts. He died on 23 May 1971.</Nationality>
